Leland Goss is Managing Director, General Counsel and Member of the Executive Committee at the International Capital Market Association (ICMA), which establishes market conventions and standards, and promotes resilient and well-functioning international debt capital markets. Mr. Goss has over 35 years’ experience in international finance. Working closely with ICMA’s diverse membership on a broad range of regulatory and market practice issues, Mr. Goss also leads ICMA’s work in the area of sovereign risk, including sovereign debt crisis prevention, restructuring and resolution.
Previously, he was Managing Director and head of the investment banking legal team covering Europe, the Middle East and Africa regions at Credit Suisse First Boston and later Credit Suisse in London where he worked for over 20 years, gaining extensive experience executing cross border privatisation, sovereign debt, corporate debt and equity capital markets and M&A advisory transactions. Mr. Goss served as a member of Credit Suisse’s Investment Banking Committee, responsible for approving new transactions and risk management. Prior to joining Credit Suisse he worked as an attorney in the Division of Market Regulation, U.S. Securities and Exchange Commission, Washington DC. Mr. Goss has been a conference speaker at the IMF, World Bank, Paris Club, IADB , OECD, the EFC Sub-Committee on EU Sovereign Debt Markets (ESDM), P.R.I.M.E. Finance and other international financial institutions, and is a member of the Financial Markets Law Committee Sovereign Debt Scoping Forum, the IIF’s Committee on Sovereign Risk Management, the Bretton Woods Committee and also served as a member of the US Treasury Staff Experts Group on Sovereign Bond Contracts (2013-2014).
